Water isn't working for swimming and grass spread.

While walking in my world I went into water expecting to swim across a river. Instead I just ended up walking on the bottom. After a couple attempts I noticed I also have no air/suffocation meter while under water and that surface world generation occurred under water (and grass was also spreading to dirt under water.
