Dispenser with Fire Charge/Flint and Steel does not light fire if under block

When a dispenser (facing up into any block) with a fire charge or flint and steel in it, it no longer lights the block on fire. The fire charge just shoots through the block now, and the flint and steel doesn't do anything.
