Disabling vanilla data pack changes lava textures to water textures

If the vanilla data pack is disabled, the lava textures are all replaced by water textures.

Steps to recreate:

1. Load or create a world in 1.13-pre2 with cheats enabled.
2. Find or place lava.
3. Use the command /datapack disable vanilla
