Drowned play "block.fire.extinguish" sound at 1 block deep in the water

Drowned mobs play block.fire.extinguish sound when they are at 1 block deep into the water. It seems as if they got on fire and immediately the game realised they are in water. However, no fire texture appears at any moment.
