Ender pearl failure in end gateways

Throwing an enderpearl through an End Gateway after defeating the dragon to get to the outer islands and end cities does not teleport me there (or back again) in my 1.13 Testing World. I can teleport there and back if I break the bedrock and walk into the gateway.
