/give Enchantments Do Not Work

In my Saved Toolbars, I have a set of armor, weapons and tools named "OP (Blank)". These tools have- as their name suggests- overpowered enchantments and modifiers. When I updated my game to the snapshots, I noticed all of them lost their enchantments (although not the modifiers). I re-created them using the /give command, and got them exactly as they were. When I updated the game to 1.13-pre1, I noticed all of them were once again not enchanted. This time, the /give command did not work properly- the items I received were not enchanted. I broke the command block, only then thinking I might have typed something wrong. I tried again, checked my spellings, and again- the items were not enchanted. I thought the command might be too long, so I tried a simpler one:

/give @p diamond_sword{each:[

{id:16,lvl:5}

]} 1

This command, if I am not mistaken, should give me a diamond sword with sharpness 5. Well, it didn't- the sword had no enchantments. I tried the exact same command (copy-paste) in the previous snapshots, and it did work.

Therefore, I believe this is a bug. It refers to 18w22c as well. I hope this will be fixed.
