Cannot create Fireworks

Put the summary of the bug you're having here:
I want to make some fireworks but when I try it wont work

*What I expected to happen was...:
I'd be able to create a firework rocket

*What actually happened was...:
I got nothing.

Steps to Reproduce:
1. Go to any mode,
2. put the recipe found on Minecraftwiki.net says
3. You get NO rocket
