Water in tall sea grass doesn't flow

The bug

Water from tall seagrass will not flow until you break the seagrass.

How to reproduce

Video demonstrating the issue: ummmmmm-1.ogv

Place water two blocks above the ground and place tall seagrass on the ground below
Surround the tall seagrass with blocks
Break the surrounding blocks

Observed behavior

The water from the tall seagrass does not flow at all.

Expected behavior

The water from the tall seagrass would flow when possible.
