Creative toolbars upgrade improperly from 1.12.2 to 1.13-pre1

The enchantments with the items in the saved hotbars introduced in 1.12 are gone. Also the colours on shields are off.

It's wrong on the dark image and right in the image in the sandstone world.

also it affects moving from 1.13 pre releases to 1.12.2, and NOW 1.12.2 to 1.12.2.
