Normal terracotta disappears from chests when upgrading from 1.12 to 1.13-pre1

I upgraded survival word from 1.12 to 1.13-pre1 after making a backup. When going through the chests, I noticed normal, un-dyed terracotta was missing from my chests. No other blocks were missing from these chests.
