Unable to change hotbar item while sprinting

Whenever I try to change the selected item slot in my Hotbar whilst sprinting, my mouse will not work. My trackpad does, but the external wireless mouse that I play with will not.

Sorry if this is vague information or if something is formatted incorrectly. I am new to this program.
