Snow layers does not melt with rain

Current behaviour :

When raining snow layers does not melt.

Expected behaviour :

Snow melting with rain.

How to reproduce :

Place snow by different manner (manually, with a snow golem, with /setblock command, naturally generated) and type the command /weather rain 10000
