Ench NBT tag doesn't work

If I want to give myself an enchanted tool via commands,I must first get a tool and then use the /enchant command to enchant it,instead of using the Ench NBT tag... This means that villagers
cannot sell me a tool with specific enchants via custom trades and that is really annoying
