Biome-Dependent Water Colors Not Working (Not Including Swamps and Oceans)

The Biome Specific water colors aren't working anymore. I set my 'Biome Blend' option to 0 as to show when the grass colors change and how the water color doesn't. As well as have signs to show what biome is which. 

(I already miss that fantastic light blue desert water color that was introduced)
