Snapshot 18w21b eye of ender leading to nothing

I have eyes of ender, I throw them and they lead me like 70 blocks away from my base.  Then the pearl goes into the ground as it does when near a stronghold.  I dig down, and nothing.  I go into spectator mode, and there's not a stronghold to be found anywhere.
