High Dolphin/Cod spawn rate

Started up a new world, and in my spawn chunks there were 144 cod & 156 dolphins. I used a scoreboard to count them (Seen in the image)

 

There were no squid however, so I'm not sure if the squid not being there allowed there to be more cod/dolphins or whatever
