Too many Dolphins spawning

Dolphins don't seem to have a cap on spawning or don't despawn. My world has been overrun by Dolphins, each time I've used /kill to get rid of them (over 300 each time). Around an hour later, they're all back again. This is in spawn chunks in an Ocean Biome with a village.
