Barrier blocks placed underwater have flowing water texture on the sides

Barrier blocks placed underwater have flowing water texture on the sides exposed to water, but not the top. As per the behaviour with glass blocks, the sides of the blocks should not have a flowing texture, to provide a sort of invisible barrier to water.
