18W21A WINDOWS CRASHED ON LAUNCH

when I start up 18w21a for the first time, it errors out.   Running same java version 1.8.0_171 on my Linux server as the windows box and its the same jar file on both. Linux came up smooth but not windows 10 pro server. Both systems started from empty folder.
