Not "submerged" when in flowing water

when entering non-source block water, you are unable to swim. (by swim I mean use the sprint key underwater to move faster.)

Also does not play water splash sound effect upon entry.

Please note that I am not saying water behaves like air. You can still swim in it, just not sprint-swim in it unless it is a source block.
