Frost Walker - Cannot apply this enchantment from books

Bug is as follows in the below link.  Unable to forge any kind of boots with Frost Walker.  Was originally just playing survival, and attempted to forge without paying much thought to the resultant.  When I did notice, it was not enchanted.

 

Tried again in creative (see video), with equally disappointing results.

 

I did not see any existing open tickets for this.
