/setblock with repeating command blocks doesn't work

Using the setblock command to place a repeating command block with a command inside of it. Only occurs when setting with a command in it. For example: "/setblock ~ ~ ~ minecraft:repeating_command_block" works but "/setblock ~ ~ ~ minecraft:repeating_command_block

" doesn't work
