Flowing water

When in a water source block everything is fine. But when in flowing water, you mine just as fast as in air, cannot swim, and drowneds cannot convert in it.

 

Please note that this is not a duplicate of any "Water acts like air on multiplayer" tickets, as this happens in singleplayer too.
