Concrete powder's falling sand entities lose NBT data when upgrading from 1.12.2 to snapshots

If you save a world with a concrete powder in falling sand entity form, it will lose its block NBT data if you load it in the snapshots.

The first image is saved from 1.12.2. The second is reloaded in 18w20c.
