Pufferfish bloat when a player in Creative mode is near

The bug

When a player in Creative mode is near a pufferfish, the pufferfish bloats, even though it isn't attacking the player.

For players in Specator mode, this does not happen.

Steps to reproduce

During steps 3 to 7, always stay near the pufferfish.

1. Switch into Creative mode
2. Spawn a pufferfish
3. Notice that the pufferfish bloats
4. Switch into Specator mode
5. Notice that the pufferfish doesn't bloat anymore after a while
6. Switch into Creative mode
7. Notice that the pufferfish instantly bloats again
