Jungle generation too empty since fix of MC-125283

In MC-125283 the jungle was too dense, but now it's nearly empty.

Steps to reproduce:

• Create a world with seed -106396336 in 1.12.2
• /tp 50 100 50
• look around
• do the same steps in 18w20b
