Java Edition hit timing bug affecting 1.9+

Since 1.9, there has been an odd bug in PvP which apparently no-one has noticed. If you attack a mob or player with a sword, clicking again quite fast won't do as much damage, and sometimes won't swing at all. And something happened to blockhitting. Also, for some reason, the armor protection values and tool damage values have gone very wierd. For example, a wood axe does more damage than a diamond sword. Please fix these bugs soon, because it is making me not wan't to play 1.9+ because of this horrible bug, among many others I know.
