Minecraft says "Failed to download file."

Minecraft would crash on launch until I found a fix, I added some text into the properties and that seemed to fix my issue with the crashing, but since then I can't play with optifine or 5zig and I CANNOT play without my optifine or 5zig Everytime I try to play with optifine or 5zig it just says "Failed to download file. OptiFine-1.8.9_HD_U_I7.jar" or "Failed to download file. The5zigMod-1.8.9_3.12.5.jar" I also have to put the mods into my .minecraft iside of %programdata% instead of %appdata% and for anyone wondering, the text I put was --workDir %ProgramData%\.minecraft
