Phantoms can get stuck in blocks

The Bug

The phantom mob keeps getting attracted to trees and flies into them, turns around, and repeats.

Steps to Reproduce

• Build the setup as shown in the attachment below. setup.png
• Set the time to "night" and summon a phantom on top of the diamond block.
• Watch closely as it comes into contact with the polished granite walls.
• Take note as to whether or not phantoms can get stuck and sometimes spin when attempting to avoid blocks.

Observed Behavior

Phantoms can get stuck and sometimes spin when attempting to avoid blocks.

Expected Behavior

Phantoms would not get stuck and would not sometimes spin when attempting to avoid blocks.
