Water does not fill in blocks where blocks were removed in two block deep water pools and oceans

Water bugs out when blocks are removed from on the surface of two deepwater pools unlike in 1.12.2 where they did fill in. This even happens with where one block is placed and forces you to have to remedy it by placing a block beside where the hole in the water is
