Phantoms don't avoid water

The Bug

Phantoms don't avoid water, and can swim completely fine in water when swooping towards a player. This makes fighting phantoms incredibly difficult when in the water.

Steps to Reproduce

1. Locate a large and deep body of water.
2. Summon some phantoms nearby and switch into survival mode.
3. Get the phantoms to notice you and when they do, enter and sink quite deep into the water.
4. Wait for them to swoop down and attack you.
5. Take note as to whether or not phantoms avoid water.

Phantoms don't avoid water.

Expected Behavior

Phantoms would avoid water.
