Snapshot 18w19a: axe or pickaxe can be used only once then has no effect

On latest snapshot, any tool I create can be used once. Then it no longer will break blocks at all, just hammers away without effect. Placing the tool in a chest will create ghost duplicates which disappear when I try to pick them up again. Tested with wooden and stone tools.
