Zombies and Drowned Don't Attack Turtles

This issue was reported in 18w11a, but is still a problem in 18w19a. The Drowned and Zombie mobs don't attack turtles, which they are supposed to do. The particles in the image below are from a fire resistance potion, which I used to prevent the zombies from dying too quickly .
