Audio panning too aggressive

The bug:

The sound panning is too aggressive and leads to intensive / rapid changes in the sound source posittion (coming mostly from the left / right side)

How to reproduce:

• Stand next to a sound source (moving piston / playing jukebox / note block) while facing straight at it
• Move your head slowly left and right (horizontally)
• Notice that the sound direction is changing very dynamically, as if rotating full 90 degrees to the sides

Additional note: In release 1.12.2 and earlier the sound panning is much less dynamic, more smooth and "realistic"
