Using a fish bucket on a cauldron does not fill the cauldron with water

Since a fish bucket contains water, wouldn't it be a reasonable expectation for this water to be able to be deposited inside of a cauldron like with a regular water bucket?

This is not the case, as attempting to do this will instead place the water source directly against the cauldron.
