Unbreakable items can still be combined in a crafting table

The bug

A player can combine 2 items in the crafting table to get one repaired item. This item loses all NBT data. However, it is also possible to do this if one or both items have the Unbreakable:1b tag.

How to reproduce

Give yourself an unbreakable pickaxe

/give @s minecraft:diamond_pickaxe[minecraft:unbreakable={}] 2

Put two diamond pickaxes in a crafting table where one or both are unbreakable
→ Notice that the items get combined while being unbreakable
