Sand below Water is temporarly Ghost Block

Hello,
when testing Minecraft 1.13 features using Snapshot 18w15a i found out that if you are walking on sand while diving below water the sand temporarly becomes a ghost block. Then the Block gets solid again for some reason. I don't know why this happens but could you please try to fix this Bug as it is affecting Gameplay in a negative way.
