Zombies don't render a worn turtle helmet

When a zombie wears a turtle helmet on its head, the helmet doesn't render

summon minecraft:zombie ~ ~ ~ {ArmorItems:[{},{},{},{id:"minecraft:turtle_helmet",Count:1b}]}
