Creating Superflat World crashes game

MC-115802 is marked as resolved, though I have crashed every time when generating a superflat world in 18w16a. I can consistently recreate this crash.

I have attached the crash reports and a log. I did nothing besides launching from the native launcher and starting a new superflat world in creative mode.
