Seeds pop off while gardening

I was working on my garden with seeds, placed a seed on farmland, and the seed popped off! Even if I try harvesting the seed with Bone Meal, it still falls off. I haven't tried it with Nether Warts yet, since I haven't used Soul Sand yet. As far as I know, every seed just pops off and drops as an item.
