I have had the same enchantments several times when enchanting new things each time

I have enchanted several swords and pick axes and keep getting the same things, for example the pick axe is efficiency IV and unbreaking III. I do make the enchantment each time, and each time I get the same thing when I try enchanting another different sword or pick axe.
