Sugar cane is not growing

I've sat here for a few in-game days in the same chunk as my four planted sugar cane blocks, and they haven't grown. I have moved them from sand to dirt and they won't grow at all.

What I expected to happen was...:
For my sugar cane to grow

What actually happened was...:
Nothing.

Steps to Reproduce:
1. Plant sugar cane next to water in the plains.
2. Stay in the chunk.
