Dispenser with water on fence

Steps to reproduce:
-place a dispenser
-place a fence in front of the dispenser
-put a water bucket in the dispenser
-activate the dispenser (-> it puts water on the fence)
-reactivate the dispenser (-> it removes the water AND the fence)
