Fire stops water

When i started my world in 18w15a singleplayer there was a forest fire so i wanted to pot it out and discovered that fire is now stopping fire on some level, it is not all the time and i still don't have a good grasp when i it comes to the new water mechanics, but i don't think it was mean to to be that fire would stop water (see image)
