Water createable in Nether using conduits

When I placed the conduit, the water popped up around it and I broke the conduit. I expected the water to turn to steam

What actually happened was the water updated and spread, turning the lava to obsidian.

Steps to reproduce:
1) Go to Nether
2) Place a conduit
3) Break the conduit
