/say doesn't use "and" anymore

Example: say Hi, @a! while Horst, Karl and Hugo are online.
Result previously: Horst: Hi, Horst, Karl and Hugo!
Result now: Horst: Hi, Horst, Karl, Hugo!
This breaks commands that build complete sentences by relying on the usual enumeration of names.
