1.13 bugs

in minecraft 1.13 which all the commands have been reset, there are some issues with new commands and here is one of them:
using the /summon command to summon a falling_block (that is powered rail) on a redstone block doesn't activate it and if you ask why, because without fixing this, making one command creations will be harder
so please fix it.
