Locate command does not locate igloos properly, or igloos do not spawn properly

When using the /locate command to try and find an igloo, the coords it gave me led me to the bottom of the world, with nothing there. The first time it occured, there was a mineshaft near the coords, but in a new world there wasn't even a cave present.
