Blocks broken in protected spawn chunks reappear immediately afterwards

When a block is broken in a vanilla protected spawn chunk and the player does not have the correct permissions, the block is broken on the client's (breakers) side then immediately re-appears as the block is updated by the server as not broken.

This allows players to interact with blocks behind the block being broken, for example a lever may be interacted with behind an iron door by breaking and interacting at the same time - the door is broken for a tiny period of time, but enough for the client to interact with whatever is behind it.
