FPS is not stable, fast for a while and slow for a while

Sometimes, the FPS is strange: it's fast for a while, then goes very slowly for several seconds. Look at the FPS stat chart. And when fullscreen is ON, the FPS goes even faster, even though the vedio size may be larger.
